In the Ministry of Industry and Trade of Russia, public hearings were held on the preparation for a voluntary experiment on labeling of light industry goods.
The event was attended by manufacturers, importers, distributors, business associations and profile associations, including: "Business Russia", the Russian Union of Textile and Light Industry Entrepreneurs (Soyuzlegprom), the Association of Retail Companies, the Association of Online Trade Companies, IKEA, "Sportmaster» and many others. Following the meeting, a number of companies took the initiative to join the working group.
The first stage of preparation for the experiment will be working meetings with entrepreneurs. Thanks to them, it is planned to learn the features of business processes that need to be reflected in the system for its effective operation. Technical training for the pilot will begin in November 2018, and market participants will start connecting to the system in December. In January 2019, their work in the system will be tested: ordering labeling codes, labeling, putting goods into circulation, turnover and withdrawal from circulation through online sales registers. During the second stage of the pilot project, from June to October 2019, active work in the system and preparation for the launch of mandatory labeling will begin.
Head of the Commission on Traceability and Labeling of Goods of the Association of Retail Companies (ACORT) Anna Orlova spoke about the experience of interaction with the Ministry of Industry and Trade and the CRPT in terms of labeling fur and shoes. "The fur experiment started on April 1, 2016, in August labeling became mandatory. The market suddenly grew 8 times. We see a tendency to whitewash it. It turned out that we were working in a market whose volume we could not even imagine," said Ms. Orlova.
At the end of 2017, Russian President Vladimir Putin approved the Government's November decision to create a unified national system of digital labeling and tracking of goods by 2024 on the basis of a single operator, the Center for the Development of Advanced Technologies. Honest SIGN will work in the format of public-private partnership. On May 3, 2018, the Government approved a list of new products subject to mandatory labeling from December 2019. It includes knitted blouses, coats and half-coats, raincoats and jackets, windbreakers and windbreakers, bed, table, toilet, kitchen linen and shoes. The Center is ready to start labeling new product groups in a short time, thanks to the scalability of the Honest mark. For a comfortable transition to labeling, the company will work with the business on all solutions and technologies during pilot projects.
