The Association of e-Commerce Companies (AKIT) has asked the Federal Bailiff Service (FSSP) to relax measures to collect fines from retail chains and online stores, RBC reports. Retailers consider the current methods excessive.

Association of e-commerce Companies (which includes about 30 stores, including LaModa, KupiVIP andDetsky Mir) proposes to make amendments to the law on Enforcement Proceedings that will allow offline and online retailers to avoid excessive penalties due to minor debts. The association sent a corresponding appeal to the Federal Bailiff Service on Monday, May 15.

In particular, the organization proposes to increase the period of payment of fines from five to ten working days. Fines may be accrued by a court decision if the store does not return the money to the buyer in time for the returned goods or refuses to issue a refund. Retailers can also be fined, for example, for an incorrectly placed signboard or not taken out garbage.

Often fines are imposed on retail chains and online stores in the regions, at the place where the violation was committed. And if, for example, the bailiff is in Vladivostok, and the retailer is in Moscow, it is difficult to repay the fines within the statutory period, the president of AKIT believes Alexey Fedorov.

AKIT also asks for clarifications to the legislation, according to which bailiffs will not be able to seize the property of stores and block their accounts if they have enough funds to repay the fine. Now, according to the association, fines and penalties in favor of consumers in the average amount to less than 60 thousand.RUB, which is disproportionately less than the amounts that can be frozen.
