A bill has been submitted to the State Duma of the Russian Federation on the creation of an information system for monitoring labeled goods. The bill provides for the creation and implementation of an information system for monitoring the movement of goods from the manufacturer to the end consumer using control (identification) signs.
At the moment, the priority industries for monitoring and taking measures to counter the illegal turnover of goods are fixed in Strategies to counteract the illegal turnover of industrial products in the Russian Federation for the period up to 2020 and the planned period up to 2025. We are talking about the light, tobacco, jewelry, food, pharmaceutical, medical, automotive, aviation, fuel, chemical, electronic, cable and wire industries, as well as agricultural machinery, construction materials, children's goods industry and mechanical engineering.
The purpose of the implementation of the monitoring information system is to ensure the supply of high-quality, effective and safe goods to consumers by protecting legal turnover from counterfeit and counterfeit goods, as well as goods that do not meet the established requirements for quality, efficiency and safety.
The Government supported this bill on the condition that it will be finalized. In particular, from the provisions of the draft law in its current version, it is possible to determine the circle of persons who are participants in the turnover of marked goods.
