State support of pulp and paper industries
The head of the Ministry of Industry and Trade of Russia noted that further development of the industry, taking into account the growing global demand for pulp, is impossible without the construction of new production facilities.
"Last year, the companies announced initiatives to implement new projects. These are projects in the Krasnoyarsk Territory (Vnesheconombank, «Siberian Forest », GC «Segezha »), Perm Krai (LLC «Industrial pulp »), in the Vologda Region («Sveza»). And today I would like to discuss their status and the directions of our joint actions for their implementation,"Denis Manturov told . Separately, he focused on the mechanisms of financial assistance to enterprises. According to the Minister, a package of such measures has been formed for today.
"For example, we provide support in the implementation of complex investment projects, in the creation of off-season stocks of raw materials and materials. We allocate forest plots on preferential terms within the framework of the mechanism of priority investment projects, we provide preferential loans through the Industrial Development Fund," the head of the department noted. "In order to develop exports, last year we launched a mechanism for compensating the costs of transporting products during export deliveries. And this year we will continue to help exporters of high-tech products. We have a mechanism of special investment contracts. But we realize that these measures are not enough to make a decision on the construction of new plants.
During the meeting, representatives of government, business and financial institutions spoke about the current state of the industry and prospects for its development. In particular, the Senior Vice President, Head of the Timber Processing Complex Department of the State Corporation "Bank for Development and Foreign Economic Affairs (Vnesheconombank)" made presentations» Pavel Bilibin, Chairman of the Board of Directors of JSC Ilim GroupZakhar Smushkin, President, Chairman of the Management Board of Segezha GroupMikhail Shamolin, CEO of LLCSVEZA-Les» Anatoly Frishman, Deputy Governor of the Vologda region Vitaly Tushinov, Vice President of PJSC Sberbank of Russia Vyacheslav Tsybulnikov, General Director of Siberian Forest LLC Angelika Kryzhanovskaya.
