The developers of the document believe that this will help to establish a unified approach to the processes of labeling goods and outline the powers and responsibilities of participants in all processes and procedures.

The signed resolution approved general rules for labeling goods and regulations on the state information system for monitoring the turnover of goods subject to mandatory labeling by means of identification. The rules for labeling goods determine the procedure for forming and applying identification tools and the procedure for presenting information about their turnover by participants in the turnover of goods.

The Regulation on the information system for monitoring the turnover of goods subject to mandatory labeling by means of identification defines the procedure for its creation, development, commissioning, operation and decommissioning, the procedure for collecting and forming an information base and providing information to participants in the turnover of goods and departments. In addition, the document prescribes the procedure for the interaction of this information system with other state information systems and systems of participants in the turnover of goods.

It is envisaged that the features of labeling for specific goods or groups of goods, as well as the features of the implementation of an information monitoring system for such goods will be approved by separate acts of the Government of Russia.

The establishment of general rules for labeling goods and the provisions on the information monitoring system will determine a unified approach and a common understanding of the labeling processes of goods, the powers and responsibilities of participants in these processes.
