LEGPROM-2019: trends, problems, forecasts

In the raw materials segment of the industry, first of all, the issues of chemical fibers, chemical threads and wool stand out. Currently, the Russian light industry has been importing more than 50% of the volume of chemical fibers and yarns consumed for decades. In the context of constantly rising global prices for these products, we consider it particularly important to accelerate the implementation of projects for the production of polyester fibers and yarns, as well as raw materials (PET) for their production. It is advisable to develop a program for reviving the production of viscose fibers in Russia, which are increasingly in demand in the domestic market. In the RSFSR, this sector was among the main industrial sectors already in the 70s. But in the second half of the 80s, they also made a "bet" on imports (then from the socialist countries of Eastern Europe).
As for thewool segment, the potential volumes of this resource in the country are quite sufficient. But this sub-sector produces too little high-quality raw material and its semi-finished products. Moreover, the current procedure for subsidizing domestic wool producers is not tied to the final result, i.e. in terms of the volume of quality products. The shortage of high-quality wool fiber remains acute. Moreover, there is still nolaboratory in Russia, which has an international status and allows certifying wool and its processed products according to international standards. As a result, the import of such raw materials and fibers from more than 20 countries dominates.
Countering the illegal import and production of light industry goods is no less relevant. Despite the measures taken, the share of such products on the market today is not less than a third. And the corresponding measures so far are reduced to electronic labeling (chipping) of products, although this measure is not self-sufficient, but only one of the components in comprehensive measures to solve the problem. Many products of the industry are sold without cash register equipment, which moreover does not protect the buyer from all kinds of fakes.
It is necessary to finalize the register of light industry enterprises throughout the EAEU, because up to half of the counterfeits come to the Russian Federation from other countries of the Union or through these countries. In addition, a system of standardization and certification of industry products has long been in demand. Soyuzlegprom has been offering this for about 20 years, but "forgers", and their number is simply off the scale, such a system is unprofitable for obvious reasons.
Of course, the issue of special importance is personnel.The shortage of personnel in the industry exceeds all conceivable standards. Among the measures to overcome the situation, first of all, we can single out the creation of basic departments at leading enterprises with the updating of the educational and methodological base for textile professions. But certainly in combination with the provision of special benefits to enterprises in order to reduce the cost of maintaining such departments.
It is very important for enterprises and industry workers to stimulate high-quality, high-performance labor, as well as its professional and public recognition. This is exactly the purpose of The Golden Spindle Award, established on the initiative of Soyuzlegprom and the National Academy of Fashion back in 2003. Today, work is underway aimed at further expanding this award with nominations for all sub-sectors of the light industry, as well as for working, creative, scientific specialties of the industry. It is also proposed to give the "Golden Spindle" the status of a National Award. This was previously approved by the Minister of Industry and Trade of the Russian Federation D. Manturov.
In short, the government meeting in Ivanovo once again confirmed the main thing: the industry has to solve a considerable number of problems, most of which are closely interrelated. Ways to solve such problems have been identified by the expert and business communities, and hopefully the authorities will hear them.
