The largest parcel delivery services from foreign online stores have warned that there may be problems with purchases ordered at the November sales, according to«Ведомости».
The reason, according to express delivery operators, is the new requirements of the Federal Customs Service (FCS) for processing such purchases. The requirements are related to an experiment that the FCS decided to conduct from December 7, 2017 to July 1, 2018 in the territories of the main customs offices.
According to the order, for the duration of the experiment, a new customs procedure is being established for personal goods brought by express delivery operators. In practice, this means that from December 7, only parcels for which the recipient's TIN and Internet links to each product in the order are provided will pass customs. Such explanations were given to customers by delivery services SDEK, Boxberry, SPSR, DPD. Until now, these data were not required for customs clearance of purchases. The new rules will apply to all purchases that will arrive at customs from December 7, Boxberry clarifies.
The new procedure is needed to "increase the efficiency of customs control", explained the representative of the FCS. Customs officers at temporary storage warehouses will inspect all goods from parcels using X-ray equipment. The timing of the experiment is related to the refinement of software tools. Details have not yet been disclosed.
"The requirement to provide an INN is clear," says the director of Boxberry International, Marat Artuganov.This will allow the state to control purchases in foreign online stores and track the payment of taxes.
"In addition, the tightening is aimed at combating the fact that some people buy small batches of goods for resale under the guise of parcels for personal purposes," suggests the head of the direction of "International Logistics" of the SDEC company, Sergey Gumenyuk.
