The experiment on marking shoes has been launched

From June 1, 2018 to June 30, 2019, a voluntary experiment on labeling shoe products is being launched in Russia. The corresponding Decree of the Government of the Russian Federation was signed on May 30. The project coordinator is The Ministry of Industry and Trade of the Russian Federation.

 

The goals of the voluntary experiment are to test the mechanism of marking shoes to counteract the illegal import, production and turnover of products, increase the collection of customs and tax payments.

 

 

Comments Viktor Yevtukhov, State Secretary, Deputy Head of the Ministry of Industry and Trade: "It is important to note that labeling will provide an opportunity to protect the national market from illegal products, thereby supporting domestic producers and law-abiding market participants who will be protected from distorted competition.", because the system will not allow illegal goods to be traded on the market. An important role is also assigned to the protection of consumer interests. After all, the presence of labeling will allow the buyer to be sure that he acquires a legal product, and, consequently, gets the opportunity to fully exercise his rights and exercise consumer control. A number of companies are already declaring their desire to take part in a voluntary experiment. In this way, manufacturers will be able to protect their own brands from reputational risks associated with counterfeit products, as well as increase the transparency of interaction with their own contractors.

 

The representative of the department stressed that the initiative to expand the list of labeled products came from the business community itself, whose representatives noted the need to extend labeling primarily to shoes. At the moment, market participants are already using their own variations of labeling for warehouse accounting, logistics and other business operations. The launch of a voluntary experiment will make it possible to assess the feasibility of switching to mandatory labeling of shoes and the effectiveness of the system being developed.

 

Introduction of a marking system, according to Viktor Yevtukhov, should not lead to an increase in the cost of footwear products from bona fide market participants, since during the development of the project, special attention is paid to ensuring that this project fits into existing technical and business processes as much as possible.
