REC Development Strategy
The Russian Export Center updated its development strategy. The changes were made in accordance with the solution of the tasks to increase the volume of non-primary exports set by The President of Russia, as well as integration processes with development institutions under the coordination of VEB.RF. CEO Andrey Slepnev of the Russian Export Center said that the innovations are grouped into eight blocks, which cover not only the product line, regional and international network, but also the digital transformation of the REC Group, the export acceleration program, tools for supporting small and medium-sized export-oriented businesses. Non-primary exports will develop through the implementation of corporate programs of international competitiveness, structuring of large export projects, financial support mechanisms. At the same time, the product line of REC will be upgraded, based on the results of the analysis, the focus will be on the most popular products. The entire product line will be optimized by 2020.
The updated strategy contains mechanisms for reformatting the foreign and development of the regional network of the REC through the use of the infrastructure of trade and own representative offices of the REC. By 2021, the presence will be provided on the principle of a "nodal" structure in 52 countries, as well as 58 cities of the world, the centers of the highest business activity. Key nodes in Southeast Asia are Vietnam, India, China, Singapore. In Asia and the Middle East region – Turkey, Iran, UAE. In Europe – Italy, France, Germany, Finland, in Africa – Egypt and South Africa. Priorities in the CIS countries include Azerbaijan, Belarus, Kazakhstan, and Uzbekistan. The development of the regional network will take place through the integration of export support centers into a single regional REC network, as well as the creation of territorial administrations ("hubs"). As Andrey Slepnev emphasized, control over export support centers is possible through an agreed form of interaction from the Ministry of Economic Development and by agreement with the regions.
Also, according to Mr. Slepneva, much attention in the strategy is paid to the formation of a flexible line of financial products, including expanded pre-export, export and equity financing, leasing and long-term support measures, the transformation of the business model of JSC "ROSEXIMBANK" with a focus on creating standardized solutions for scaling up support for SMEs. Plus, we will help set up export activities through the acceleration program, which is an integral system of educational, financial and non-financial measures to support and accelerate the development of export activities of companies, including those that have not previously carried out export deliveries. The head of the REC said that such a large-scale reconfiguration is impossible without digital transformation: "The digital transformation of the REC group will ensure the transition to a new business process platform and a new quality of services" from the provision of its own services REC to create zones for the development of exporters and the provision of state and municipal services. In 2019 – 2021, a single window system » and a register of exporters, a digital platform REC, a B2B marketplace » will be created.
The change in the strategy of the REC Group is subordinated to its new functionality of the federal project headquarters "Systemic measures to support international cooperation and exports".
