Leather raw materials for internal use only

The Ministry has already prepared a draft Government Decree, according to which it is proposed to "establish from April 10, 2018 to October 10, 2018 a temporary ban on export from Of the Russian Federation goods that are essential for the domestic market of the Russian Federation, in respect of which temporary export restrictions or prohibitions may be established in exceptional cases, and provided for by codes 4104 11 and 4104 19 of the unified Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union.

 

 

The Ministry of Industry and Trade emphasize that this measure does not contradict the rules The World Trade Organization (WTO). The three previous Resolutions banning the export of semi-finished leather products were adopted for six months each and all with different intervals between the dates of introduction. The measure was taken from October 1, 2014 due to an acute shortage of leather resources against the background of a continuing decline in livestock. It is extended after six months with short intervals for free export. 

 

The Ministry reports that, according to Ministry of Agriculture and Rosstat, in 2017 there is a tendency to decrease the number of cattle, and this leads to a decrease in leather resources. Thus, a decrease in the number of cattle by 130 thousand heads in 2017 reduced the volume of raw material processing by 3.5 thousand tons or a loss of 52 million square meters of leather.
