On April 28, the Russian Government adopted Order No. 792-pOn the model of functioning of the goods labeling system by means of identification. In addition, the Prime Minister of the Russian Federation Dmitry Medvedev signed Order "On approval of the list of goods subject to mandatory labeling". The list was developed and approved at a meeting of the State Commission for Combating Illicit Trafficking in Industrial Products. It takes into account the categories of goods for which voluntary experiments are already being conducted or are being prepared for launch, including the tobacco experiment, which started in January 2018, and the voluntary shoe experiment, which is being prepared for launch from June 1, 2018.

"The labeling system for business" is a progress in automation and digitalization of reporting. The system makes it possible to increase business efficiency due to greater availability of information, as well as optimize costs through optimal planning of working capital and production processes with minimal changes in business processes in logistics. In addition, manufacturers can protect their own brands from reputational risks associated with counterfeit products, as well as increase transparency of interaction with their own contractors.

The main purpose of labeling is to protect the interests of citizens and ensure the economic security of the state.

"For buyers, the presence of labeling makes it possible to be sure that they receive a legal product, realizing in full their rights to exercise consumer control. Any buyer will be able to check the legality of products right in the store and get information using a free mobile application," Manturov stressed.

The impetus for the development of the labeling system was the pilot project on natural fur products launched in 2016, which proved to be the most effective tool for countering illicit trafficking in industrial products.

According to the developers of the document, the introduction of labeling will not affect the cost of goods. The basic principle of the system functioning model is to minimize the costs of participants in the turnover of goods. Also, the operator will equip manufacturers and importers with hardware and software equipment to ensure information security on a free basis.
